Frenchman's Island State Park

We tied up at Frenchman's Island today and walked around a bit. There are foot trails around the island and it looks like they have plans for campsites. Does anyone know how to register to camp there or is it first come, first served? There seems to be quite a bit of graffiti and litter - too bad. Here is a picture of the lighthouse on the island.
